There is a VPN toggle switch in settings that every time I switch it off it turns itself back on. The VPN is interfering with my browser and apps so that I don’t have internet connectivity but I can’t turn it off. How do I disable the VPN on my iPhone?

Have you checked to see if there's a profile installed that's causing the VPN to stay active? To check, tap Settings > General > VPN & Device Management. Here's a bit more information too: Install or remove configuration profiles on iPhone - Apple Support
