IR Volume control not working on stereo receiver

I have an older receiver that does not have HDMI-CEC support and a new TV with HDMI-CEC enabled. Apple TV correctly controls TV (turns on/off), but I'm not able to program remote to control receiver volume via IR. I tried learning new device and selecting that device for volume control, but remote does not seem to send proper IR signal to receiver.

Hi, Neal_kc2o.

From the article that brought you here, If you can't control your Apple TV with your home theater or universal remote, you would need to attempt the following steps:

"To use an infrared remote (commonly known as a universal remote), you need to let it learn the signals that the Siri Remote generates. Open Settings on your Apple TV. Then go to Remotes and Devices > Learn Remote, and follow the onscreen instructions.

If volume control doesn’t work automatically, you can manually program your remote to control volume on your TV. Open Settings on your Apple TV. Then go to Remotes and Devices > Volume Control > Learn New Device, and follow the onscreen instructions.

Clear the path between your remote and the front of your TV or receiver. Volume control normally works using the IR sensor* on the front of your equipment."

Aside from that, you might be able to test with another TV to see if that remote can be set up there; as it may be possible the TV you're currently trying to use isn't compatible for whatever reason.

Cheers.
