2 ghz procesor same 1.4 dual processor

A software package needs at least a 2 GHZ processor for proper operation. (and 4 GB of memory).

My Mac has a 1.4 GHZ dual processor and 8 GB of memory.

is now a 1.4 GHZ dual now equivalent to a single 2 GHZ processor

Generally not, but which generation & type, & most 2.0 GHz Macs are dual or quad core...
