Can't disable proxy settings after update to Ventura 13.0.1

After updating to Ventura 13.0.1 my mac keeps automatically toggling on web proxy (HTTP) and secure web proxy (HTTPS) settings. I go into system settings, toggle them to off, and hit OK. It works for a few minutes then reverts these settings to 'on'. This prevents me from browsing the internet. This issue is not present when I have my VPN on.

That is sneaky. It is running a server in your own machine (that's the 127.0.0.1) on a nonstandard port, so at first sight it is not easy to tell.

But "SafeNet" is probably it.

Start in Safe Mode.

/Library/Extensions

[Not Loaded] Sentinel.kext - com.SafeNet.driver.Sentinel (7.5.4 - SDK 10.6)

a) In Finder, press Command-Shift-G and paste

/Library/Extensions

drag Sentinel.kext to the trash

b) In Finder, press Command-Shift-G and paste

/Library/LaunchDaemons/com.safenet.sentinel.kext.plist

drag the file to the trash

c) Make sure that nothing is set in Proxies

d) Restart normally.

Check if there is still nothing in Proxies. In that case, "SafeNet" was the reason.

FWIW, there are two other things that you should consider doing without: expressvpn and chrome... but that's for a different conversation.

A few things, starting with:

More than one antivirus app - This computer has multiple antivirus apps installed.

Antivirus software: Apple, SafeNet, and Malwarebytes

You should only have the system built-in security active.

MalwareBytes should be run only manually, and not all the time.

I am not familiar with "SafeNet", but maybe this has to do with the problem.

What do you see in the proxies?

Knowing what it is setting as proxy may help us zero in on the culprit.

This sound like some Malware or Adware infecting your Network Setting

Should “ Certain & Specific Software “ referenced from above be installed - it will negatively impact macOS. It is suggested, download directly from the Developer , the application Malwarebytes for Mac

It is free or paid for added features.

Run the Application and it should remove the malware / adware. Once done, restart computer and test.

Agree on above good advise from @ Luis S re: Etrecheck

Download the Application Etrecheck directly from the Developer.

The application is free or paid from added features.

It will take a Snap Shot -  both the hardware and software.
