Internet account - Exchange account re-adding itself

Ive come to the point where I believe the problem must be in the keychain, I've now tried deleting my keychain as a last resort and still have the same problem..

I can setup a new user, the moment I enable keychain in my iCloud settings this old "inactive" Exchange account keeps on adding itself, if I don't delete it, it will continue adding multiple of itself.

I have signed out of all my other devices, I've booted up in safe mode and deleted this account...

Am I missing something? Seems there are similar questions asked if you google this issue but no-one has a solution.

Hi, thank you.

That post is very old, I have moved from Microsoft, I refuse to use any of their service anymore but this account is no longer with microsoft.

So using Microsoft Outlook will not fix the fact that this issue is currently "stuck" in my iCloud account... If I sign out of all my mac devices and setup a brand new device, the issue starts all over again as soon as I sync my Keychain to icloud.

I have manually deleted all items in the keychain with the hope that it would fix it.... still no joy.
