when I try to make a phone call from my waatch, watch indicates it is calling a phone, but the phone dowsnt ring. When I try to pick up an incoming using my apple watch it instantly says call failed. I have rebooted both devices, with no change in bad outcomes

Status icons and symbols on Apple Watch - Apple Support -- Before trying to make your next call from your Apple Watch, open the Control Center on your Apple Watch and confirm it’s connected to a cellular network. Also note how many bars are available. If it has a strong signal and you’re still not able to place a call, please contact your carrier to make sure the account has been provisioned for calling.
Also, as an isolation step, are you able to place a Wi-Fi call from your Apple Watch? Which model of Apple Watch are you using, and which watchOS is it currently on? Please provide this same information regarding your paired iPhone as well.

Thank you for using the Apple Support Communities! Are you using Wi-Fi calling? If so, let's try the following steps that may help:
Make phone calls on Apple Watch
1. On your iPhone, go to Settings > Phone, tap Wi-Fi Calling, then turn on both Wi-Fi Calling on This iPhone and Add Wi-Fi Calling For Other Devices.
2. Open the Phone appon your Apple Watch.
3. Choose a contact, then tap
4. Select the phone number or FaceTime address you want to call.

Thanks for taking the time to reply, but this is not a solution to my problem. I want to use my phone’s cellular capability no Wi-Fi. Cellular is mostly available but Wi-Fi not so much. I implemented your instructions but did not work. Thanks again.
