Feature availability is usually limited by system hardware - CPU and available RAM being critical to some advanced functionality. Models supporting Stage Manager have an M2, M1 or A12X CPU (upon which the M-series CPUs are reportedly based) - with at least 8GB RAM.

The 2019 10.5 inch screen iPad Air 3 is similar to the 2017 10.5 inch screen iPad Pro and both of these devices do not have enough internal RAM or powerful enough CPU to support ANY of the “new and cool” features of iPadOS 16.
I am not even sure your iPad supports the Live Text feature and background removal feature of the new version of the Photos app.

If you want all of the best “new and cool” features of iPadOS 16, you would need to upgrade your current iPad model to a 2018 and later iPad Pro model or the newest 2022 iPad Air 5th gen model.
It's is the way it is.
None of the 2015-2017 iPad Pro models, which I own, DO NOT get ANY of the “new and cool” features of
iPadOS 16.
These iPad Pro models do not have powerful enough internal hardware, either.
Hence, the reason I am in NO big hurry to upgrade to iPadOS 16.
