how can I remove an ipad registered under a child's name when the child is on family sharing (ipad no longer used to be gifted to someone else)

If the iPad is to be transferred to someone else, it simply needs to be prepared for reuse by a different user:

Once properly erased and reset, the new user can easily setup the iPad afresh from the initial “hello” page.
