In FCPX (10.6.5), I see only a handful of frame rates (in the drop-down) when I create a new project. I did not see anywhere that you could add a new frame rate. Case in point, I want to edit in 59.92, but there is no option for this. Can you please advise?

You might want to check the media in an application like MediaInfo or Invisor and see whether 59.92 is the true frame rate or if it’s been shot on an iPhone or similar and is actually a variable frame rate (which is completely stupid BS BTW). If it is you should use a standard rate like 59.97 or better 60.

I have different clients that provide me with media. Some are not what we would call "industry standards". I haven't asked them why or how they received these files. In Compressor, I can customize any frame rate.
Thoughts?
The application does not create or work with custom frame rates, only internationally agreed frame rate standards. I’m curious why you want to create this odd frame rate.
59.97 over 59.94? Oh, Wow, I just used MediaInfo, and it gave 59.94... Why would Compressor give me a different number? I'll try Invisor too, which one do you like better?
Sorry. 59.94. But 60’s better unless you’re mixing it with 29.97.
I prefer MediaInfo. Invisor is better off you need to compare files. Does it in a spreadsheet sort if layout.
