How to turn off labels / description buttons

I have not seen this before on any iOS device. The iPad showing this issue has iOS 16.1.1 Installed. How do I turn off these extra “help bubbles”? I thought this was a setting in the Accessibility section but nothing will turn these off. Every screen and web page displays these “help bubbles” and really makes it difficult to do anything on the iPad. I have looked through all the settings and tried soft and hard reboots, so far nothing seems to work. Please see examples below. Thank you in advance for your assistance.
