Good morning communities how to download apps to my iPad is only 10.1 iOS I want 14 or 16 iOS

Go to Settings/General/Software Update and it will tell you the highest version your iPad can support.

The fourth generation iPad, released by Apple ten years ago, cannot support an iOS version greater than 10.3.X.
