Bought new PC Computer Can't Log into Itunes

I have an existing Itunes account. I bought a new PC computer and wanted to authorize this new computer to log into Itunes, but I am not able to log in from the Itunes app account. I tried to authorize the new computer, but it is not allowing me to login. I even tried to go directly to my Apple account but could not find an option to add a new device?
