Buying iCloud space does not increase the space on your phone, your phone's space is a fixed size.

Are you referring to your iCloud space still only being 5GB or whatever you had before? Your actual device space won’t increase of course but if your iCloud space hadn’t updated to what you are paying for you need to contact Apple support directly for assistance
