Why can’t I set different pictures for my background and Lock Screen? Why are they the same picture?

We'd like to help you reach a desired solution. Based on what you are sharing, it sounds like this would be what you currently have set, as there are several customization options for both the Home and Lock Screen. Looking over Change the wallpaper on your iPhone you can see the available options. When you are in Wallpaper via Settings, you can tap on Customize for Home Screen and choose to Pair, Color, Gradient, and even chosen photo. You can even disable the Blur option here as well.
