Can iPhone be setup with second faceid

Yes. You may have up to two total Face ID registered on your iPhone 14 Pro Max. You may have your Face registered and one alternate face registered.

To setup an alternate (second) Face ID, open Settings ➡️ Face ID & Passcode ➡️ Set Up an Alternate Appearance, then follow the onscreen instructions.

No. two different people can not have access to the same iPhone using Face ID

You can have two different Face ID registered on the same iPhone. You can have yours and one other alternate Face ID which can be from another person. I have used this feature, with my wife, successfully for years.
