How can I use my new (refurbished) apple watch 13 now that it has caused a nickel allergy?

There is no such Apple Watch model as a series 13. But if you have an allergy to the underside of the watch, you should stop wearing it and contact Apple Support --> Contact - Official Apple Support

The watch did not “cause” your Nickel allergy. If you have a nickel allergy, and you are reacting to the watch, stop wearing it.

I'm 73 years old and have worn assorted watches and other jewelry most of my life. This is the first reaction to any metal...It took a month or so for me to react to this watch. I imagine that I developed an allergy during the that time. I may have been always sensitive to nickel, yet this my first reaction.
