I am looking at getting my 7 and 9 year olds the Apple Watch SE. Will I be able to location track and will they be able to call or text if the watches are set up to my phone? Is cellular capable required? Trying to find the most cost effective option.

Can both watches be paired to one phone? I want to buy a watch for both of my teenagers. Neither one of them have a phone, so I was hoping to use family share plan on my phone. The people at AT&T can't seem to give me an answer. They would rather sell me two phones rather than 2 watches. I don't want my kids to have phones. I want them to have their own phone numbers/apple id's for calling and texting. Please help.
I may have misled you - I think tracking kids is under your control not theirs.
