Apple Cash identity can’t be verified
I’m locked out of my Apple Cash with a balance of $299 because my identity can’t be verified. Support tells me to call the bank and the bank tells me to call Apple.

To prevent fraud, ensure account security, and comply with regulations, your Apple Cash account may be restricted or locked. Your account may also be restricted if you dispute an unauthorized transaction with your bank and a chargeback is filed.
Your account restriction or lock may be temporary until you verify your identity or while your account is under review, or you may need to contact Apple Support for next steps.
It would then tell me my information could not be verified based on what I entered.
Try this -> verify your payment information:
Sign in to your Apple ID account page and edit / update your Apple ID details.
On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.

I realize that, and I went through those steps, but there was an issue with someone's software that wouldn't allow the verification process to be completed, leaving me with no recourse. The steps pasted into this reply had already been attempted with no results, which often happens with Apple.
As it turns out, the system had to cycle which allowed the previous three failed verification attempts to be properly read.
I opened Apple wallet and went through the verification process more than four times. This process includes snapping a photo of the front and back of your driver license, entering the last 4 digits of your Social Security number and birth date then it would ask for your full Social Security number. It would then tell me my information could not be verified based on what I entered.
When I called, Apple support had no suggestion other than to put me through to the bank. When I spoke to the bank, they told me there was nothing wrong with my account, and the issue was with Apple.
My information should not have been required to be verified since I’ve had my Apple Card for years and received payments from the person. I had the Apple Cash numerous times before for larger amounts of money.
There has still been no explanation given as to why my verification was not able to be completed.
