I own iPad mini 4 which cannot update to the latest software version. Should I remove the iPad mini 4 from my Apple Account?

You can remove it if you want, but there isn't any reason to remove it from your account. You can still use the iPad mini even though it can't be updated to the latest software version. My iPad can't be update past IOS 12 and I use it on a daily basis without having any problems.
