iphone 14 pro max cannot add esim

IOS Version: 16.1.1

Without physical sim, at first the "Cellular" was disabled, i can't even access it

tried scanning esim QR Code with camera and tried to click "Cellular Plan" but nothing is happening

Tried resetting network Settings also

now the i can access Cellular without a physical sim but its all empty no options at all,

with a physical sim, there are the sim options but still no esim
