startup chime in Ventura

Supposedly turning startup chime on in System Preferences will make the chime work. It does not. Why not, and how do I fix it?

3.1 2008 Mac pro issues after upgrading ran. I decided to upgrade my ram after doing so the ram was not reading correctly. I decided to swap the sticks around so they can read correctly. After that I noticed my chime going off randomly on start up. Sometimes it takes 10to15 minutes before we started by self.

Many have had this issue since Big Sur or earlier including myself. It only got resolved when I updated to the next release update. Never understood why.
