If you had iCloud Photos turned on in the phone before it was destroyed, yo can use any internet browser and access the photos at iCloud.com in the Photos app. You can also turn on iCloud Photos on a replacement phone and the photos will automatically sync with it. See instructions in Set up and use iCloud Photos - Apple Support
