How do I get old photos off a phone that died on me. I have the SIM card in a new phone Verizon sent me 6s I thought my photos were gone but recently realized I have iCloud backup

If the photos were entirely on the device and the device had died, then those photos are irrevocably lost. If they were on iCloud, then they will still be there as you can login to iCloud.com (via a computer browser) and check.
