Thanks for providing that additional info. Have you tried following the steps listed in this article to change your keyboard layout? See: Choose an alternative layout for an Apple external keyboard with iPad
With an alternative keyboard layout, you can enter letters and marks that are different from the ones on your Apple external keyboard. For example, with the ABC - Extended keyboard layout, you can type letters and enter diacritical marks for several different European languages and tone marks for Mandarin Chinese in Pinyin.
1. Go to Settings> General > Keyboard > Hardware Keyboard.
2. Tap a language at the top of the screen, then choose an alternative layout from the list.

You can normally change that by going to settings > general > keyboard > hardware keyboard and tapping over at the right edge and making sure that US is checked.
thanks—the problem became more clear, and then finally resolved:
at first, General>Keyboard>Keyboards>=
Emoji
English (US)>=QWERTY
(others were QWERTY-ISO,
AZERTY, QWERTZ, Dvorak)
no external keyboard showed even with the generic Bluetooth keyboard or with the Logitech keyboard (a semi-wired connection to the iPad’s rear pins) attached, and both typed Colemak
then i removed the “wired” Logitech & connected to the generic chinese Bluetooth—checked the Bluetooth panel & saw devices listed for Bluetooth 3.0 Keyboard & for Qwerkywriter S, but not the Logitech;
but then suddenly General>Keyboard>
now showed Keyboards
/and/ Hardware Keyboard
which /also now/ did show a Colemak choice,
and when i changed the selection to Automatic—U.S.,
the USB3 /was/ able to type QWERTY,
/but/ the Logitech still typed in Colemak
/until/ i turned off Bluetooth!!!
/then/ reattaching the Logitech allowed typing QWERTY
/and/continued/in/QWERTY/ even after turning Bluetooth back on!
so: problem solved, and was failure (of iOS?) to register the “wired”Logitech Combo Touch as an external keyboard, preventing changes to any external keyboard /layout/ unless&until using a strictly Bluetooth external keyboard!!
kind of a kloodgy fix, but it works…

Interesting! I have not yet heard of a case where that did not work. What do you have on the list in settings > general > keyboard > keyboards? If more than one item, your hardware keyboard can be set to a different mapping for each, and you can easily have the wrong one active by mistake.

That is mistaken. It generally indicates the user has the wrong mapping chosen in the hardware keyboard settings.
turns out the new ipad has chosen to use a Colemak keyboard layout, despite it not being listed as an option, and never having been used with any external keyboard, and it won’t change to any other layout for any external keyboard…
since i do have that layout on one external usb keyboard, i am able to use it, but have to relabel the keys (ugly)…
my suspicion is something about ios 16.1.1 has created this, since it never occurred with the prior ipadpro (original), and has no impact on the on-screen keyboard layout…

If the keyboard is typing incorrect letters in all apps on your iPad Pro, this generally indicates a hardware issue. If this is the case, we'd recommend contacting the manufacturer here: Logitech Support or reaching out to the retailer it was purchased from for return options.

I'm a little confused about your Settings. Could you verify that you have the same ones I do in the two areas shown below? If you go further down the list in the second one, you should also find Colemak (unchecked hopefully).
Also what is the model of your keyboard?
the general keyboard setting is on US, and the mechanical setting doesn’t show like it used to before upgrading to 16.1.1, for any of the 3 external keyboards ive tried: the new LogiTech, an very old chinese generic for mac (command-style button), and a QuirkyWriter that has been, until tuesday, the only external that had a setting for Colemak (and which i had never used with the new ipad until trying to figure out this problem yesterday—almost as if that particular setting somehow got transmitted in a non-editable form to the new ipad when i transferred my data via icloud from the old one, which was then wiped clean, but is still using ios v.16.0.0)
