Thank you for posting in Apple Support Communities.
If you do not see the Vibrate on Ring or Vibrate on Silent options, scroll further down the screen, and look for Play Haptics in Ring Mode and Play Haptics in Silent Mode. Haptics are the physical feedback the phone provides, for example, vibrate. If you turn these on, it is the same as turning on the vibrate options. The wording was changed in the most recent update.
