Need to add a credit card for payment?
Trying to put credit card in to pay for iCloud storage I don’t know what to do now .

See this Link: If your Payment Method is Declined in the App Store or iTunes Store - Apple Support. Add this using a computer, as it would be more user-friendly doing so.

B. Contact your Bank:
- Contact your financial institution (bank) pertaining to this card, as this may be being seen as a scam (though that may not be the case). It would be a matter of security for you as a credit card holder. So, call them, letting them know that all os okay to be followed through with.
