During Ventura macos update, my mac is stuck.

It is my experience that when updates and upgrades get "stuck" it is because the downloaded file got corrupted and will not install. I would restart (in the Safe Mode if needed), put the old update file into the Trash and empty it, then do a fresh download. If possible do these very large downloads via Ethernet because Wi-Fi is slower and more subject to corruption.

If the Mac is stuck in the application of the update and not in the downloading of it try force shutting down and then reboot to see if the Mac will complete the update installation. If that doesn't work or your're stuck in the initial downloading then on to Ronasara's recommendataion.
