Hello ann177,

Thank you for reaching out in Apple Support Communities. In the terms and conditions for Apple Media Services for Family Sharing it says:

All Family members must share the same Home Country.

That information is outlined here for you to reference: Legal - Apple Media Services - Apple

With that being said, all member of the Family Sharing needs to be in the same country.
