Assuming my notes have been saving to iCloud with my regular backups, how do I retrieve them back to my phone?

Article from Apple Support: What does iCloud back up?

Backups "do not include information already stored in iCloud

such as Contacts, Calendars, Bookmarks, Notes, Reminders ...: (and much more in article).
