I took several videos and photos today. Shortly after I opened the camera roll to find them all white/blank. There is an unable to load to cloud error. How can I find these videos/photos?

Setting up an appointment and having the iPhone inspected is a great idea.
Here are some steps found at Get your iPhone, iPad, or iPod touch ready for service - Apple Support that we would recommend you perform before your appointment:
Before you bring in your device
Follow these steps before you take your device to an Apple Store, Apple Authorized Service Provider, or carrier. If your device won't turn on or respond, finish as many steps as possible:
1. Back up your iOS device.
2. Have your Apple ID password ready. For some repairs, you'll need your Apple ID password to erase your device and turn off Find My iPhone.*
3. If your iPhone needs battery service, have the battery percentage at 30% or less when you bring it in, if possible.
If you haven't already, call to check whether you need an appointment before you go to a service location. For example, schedule a Genius Bar reservation before you go to an Apple Store. When you go, remember to bring these items:
• Your sales receipt (if possible), in case your service requires proof of purchase
• Your device and any accessories that you need help with
• A form of personal identification, such as a driver’s license, passport, or other government-issued ID
* If you're unable to turn off Find My iPhone, Apple might not be able to service your device. This policy is in force to prevent unauthorized persons from servicing your device without your knowledge. If you don't remember your Apple ID and Password, please go to iForgot.

We want to help get your videos and photos loading as excepted again.
We’ll need to learn more about this to help isolate and resolve the issue. Are you connected to your cellular or Wi-Fi network when this happens? Does it happen with photos that you take now, or only for those few?
Do you have iCloud Photos enabled for this device?
Let’s also try a normal restart to see if that helps to quickly resolve this by refreshing the software. Our Apple Support page has the proper steps if needed: Restart your iPhone - Apple Support
We hope this helps to isolate the issue for why these few photos are not loading properly.

This has happened on a few separate occasions all with similar circumstances. No wifi, outdoors, decent (not exceptional) 5g available. I can take photos now and things are normal. iCloud is enabled on this device with plenty of space available both on the device and in the cloud. I have done a complete restart and the phone continues to say “restoring from cloud” but nothing has been restored. I’ve set up a Genius Bar appointment for tomorrow. Hopefully they can not only repair the phone but recover the missing files.
