I am trying to add money to my pasmo card and it keeps saying "payment not completed".

I'm trying to add Suica to my USA iPhone 11 in advance before going to Japan. Previous tips I heard were to manually input a yen amount, but I tried it and it didn't work. I also tried using both a credit card and a debit card from my apple pay and neither worked. I did see a YT video that mentioned you might need a physical card first, so I'll have to try that once I get there.

Although my friend in Japan said I would be able to just add Suica to my phone before I come, I haven't found a way to do this ahead of time on my own-- is anyone else getting this issue?
