Can't add money to Suica or Pasmo Card.

After the latest update on my iPhone, I cannot add money to either my Suica or Pasmo card in Japan. Anyone else experience this?

iPhone 6, iOS 12

Non-JP issue VISA cards are currently not working for Apple Pay Suica / PASMO recharge (add money), use Mastercard or AMEX instead.

I am trying to add money to my pasmo card and it keeps saying "payment not completed". I'm trying to add Suica to my USA iPhone 11 in advance before going to Japan. Previous tips I heard were to manually input a yen amount, but I tried it and it didn't work. I also tried using both a credit card and a debit card from my apple pay and neither worked. I did see a YT video that mentioned you might need a physical card first, so I'll have to try that once I get there. Although my friend in Japan said I would be able to just add Suica to my phone before I come, I haven't found a way to do this ahead of time on my own-- is anyone else getting this issue?

Can’t make a purchase for suica on us Tmobile iPhone. Payment not going thru trying to add a Japan transit card - suica to my wallet but the payment is not going thru via cc or debit card or apply pay. Does anyone know why?
