Account disabled in iTunes

my iTunes & App Store won’t let me add payment method

just says account disabled on iTunes & App Store

im guessing it’s due to old payment method card not working anymore but won’t let me add a new payment method PayPal or debit or credit card?

how do I fix this issue?
