Were you able to successfully complete all of the steps in If you see the Restore screen on your iPhone, iPad, or iPod touch, including those that detail how to reinstall iPadOS? If you have been able to fully reinstall iPadOS and the device still isn't working, you may want to erase and reinstall iOS using the steps in How to factory reset your iPhone, iPad, or iPod touch, but keep in mind that doing so will erase everything currently on your iPad, so having a recent backup is really important.


If that still fails to load your iPad as expected, you'll likely need to have it inspected for potential hardware concerns. More information on that can be found in iPad Repair & Service.
