Unable to Load Video

I feel like I've tried absolutely everything. I have enough storage, I'm on a stable wifi network, I've tried restarting my phone, I've toggled favoriting the videos, etc. Nothing is working to get rid of that error. These videos (seemingly random) were back-upped on google photos and they're showing errors on there too. Is there anything else I can do? It's incredibly upsetting to think I lost all these videos with sentimental value.

These videos were viewable less than a month ago and now all of them are inaccessible. Any help would be appreciated.
