MAC asking for a PIN related to CAC

I use my CAC for accessing .mil sites on my M1 Macbook. Recently when attempting to login to the computer I'm prompted for a pin (password and fingerprint are not options). Connecting my CAC reader and CAC and using the CAC pin allow me to login, but I don't want to be required to do that for login.

I've followed directions here: MAC asking for a PIN when CAC inserted - Apple Community

This seems to temporarily fix the problem, but it returns at some point. How can I permanently fix this?
