Are these calls from numbers in your Contacts? Check to see if Silence Unknown Callers in Settings. Check to see if you have a Focus or Do Not Disturb turned on. If none of those are on, then contact your cellular carrier to have them check your account to see why calls are going straight to voicemail. The carrier is responsible for call handling.
