As mentioned in that article "If your carrier doesn't support VoLTE and is a CDMA carrier, you'll only see an option to Enable LTE. This allows cellular-data use over the LTE network when available."

Is your carrier Tracfone? If I remember correctly, they don't provide an option to choose LTE, it is automatically chosen for you.....(and you can't change it) so no setting options will appear at all.
