If I remember correctly this is one of the settings that has regional variation even when the interface language is English. It may change with the nationality of the phone. Here in Europe it is "Mobile Data" and in North America it is simply "Cellular", and your guess is as good as mine for other regions, particularly if translated for a different display language is selected.
Basically the top of the Settings options should have
Apple ID (your name)
------
Airplane Mode
WiFi
Bluetooth
Mobile Data / Cellular / Whatever...
Personal Hotspot
-------
I don't know if they always follow this order in other languages, but that should be the first block in the Setup options. You should always have the same 5 entries for your connectivity.

Hey, Kurt.
I have an active carrier, that is not the real problem. I am getting SOS Only frequently in the last few months. Apple Chat suggested LTE so I am trying to determine what I am on, 3G or other. All the iPhone SE 2020 instructions have Mobile Data as an option under Settings. I do not have that option. IOS 16.4 Settings/ Airplane Mode, then Wi-Fi, then Bluetooth then Cellular which the helps say should be Mobile Data.

LTE is no longer optional. It's on by default. Carriers now require Voice Over LTE in much of the world and have disabled the ability to turn LTE off.
The Cellular/Mobile Data item opens a whole page of different options, including Roaming permissions and the function to add another eSIM, WiFi calling... some probably depending on settings pushed by the home network. Regardless, it should still be possible to turn off Cellular (LTE) and restrict external connectivity to WiFi.

Perfect. Cellular = Mobile Data. It's simply a regional language variation.
Do you have an active SIM card in it from your carrier?

Yes, thanks. Still though not seeing what I am suppose to see but now understand that is no longer an option to select LTE. It’s the default.
