Just say, "Hey Siri, send a text message to [speak name of someone listed in your contacts]
Apple support has articles online, that can help you get started using Siri.

says: "Activate Siri with your voice
When you activate Siri with your voice, Siri responds out loud.
Say “Hey Siri,” then ask a question or make a request.
For example, say something like “Hey Siri, what’s the weather for today?”

Eg: says: "Use Siri to share information with contacts
For example, when looking at a photo in your Photo library, say something like
