screen maximizes brightness when barcode is on screen

Whenever a barcode is on-screen to be scanned, my phone brightness turns all the way up. This is extremely annoying because recently I’ve been checking the balance of some gift cards in the Wallet app in a completely dark room when I wake up in the morning, and then my phone shines with the full power of the sun. When this happens, I am unable to manually turn the brightness down because when I exit out of control center it just turns back to full brightness.

I want to disable this so I am not completely blinded looking at my phone in the dark. If I need the phone to be brighter to scan the barcode, I can always turn it up manually. Before you respond, it is NOT auto-brightness, it is NOT night shift, and it is NOT true tone. I’ve already tried these, and that’s not it.
