Unable to upload or attach photos - Ventura 13.0.1

The new Ventura Mail seems to have a number of issues! It can take an hour to open! (Fix: hold the "shift" button when opening) While I was only once able to attach a 1200 x 1200 pixel image to an email, I have NOT been able to attach new jpg images to new (or replied) emails! If I attempt to insert a jpg image from files, Mail says "Downloading...". Hours later, even overnight, NO image has attached. Clearly Mail has an issue! If I attempt to drag-and-drop a jpg image to an email, Mail just shows a question mark inside a box. After dozens of attempts to insert an image, Mail fails. I need an email software to be able to add an image. Is there a fix???

I have the same issue. While this is not a fix, it is a workaround:

Drag or copy the image, or other attachment, to the Desktop. Then drag it into your message in Mail.

BTW, I am also unable to download images from others. I have to drag them to the Desktop first, too. There may be a limit on how much memory the Desktop will accept, though. This stopped working after 4 images. I had to drag the downloaded images into the proper folders before I could download more to the Desktop.

(Apple may have been unsuccessfully trying to fix Mail's oft-reported problem of embedding, rather than attaching, images. What Apple should do is to have Mail offer the user a choice which he wants to do. Not holding my breath, though.)

I wish I had better news. My Desktop workaround only worked for a short time. Mail started behaving more and more erratically, with the “spinning dot” not even allowing me to enter the recipient's name. After one whole hectic day on the phone with Apple Support, we found the “fastest” way to fix the problem was to to use Disk Utility to run First Aid on the hard drive, Erase it (Erase Volumes) a few times, then do a “clean” Internet Install of System 13 Ventura. (Note: disconnect peripherals first.) It takes at least a couple of hours. After that, I re-set up Mail, and was able to send images and pdf documents easily. I then restored from the most recent Time Machine backup (another 4 hours). I don’t remember all the steps it took, but I seem to be up and running again.
