What does a user see if his device has unsupported iOS version from App store?
Would he able to see the App or App store hides it?
If he is able to see Apps what happens when he press install button?

It might depends on your iPhone model AND/OR on the minimum iOS version requirements for those apps.
Identify your iPhone model (Identify your iPhone model - Apple Support ) and check this compatibility list:
Lets say I have Iphone 6 and last supported version developer has decided to be above iOS 15. Would I still able to see apps on app store? If yes what happened When I press install button? I need to know confirmed answer.
If you have a model 6 or 6Plus (not 6s or 6sPlus), you won't be able to download apps that require iOS versions more recent than 12.5.6.
You might be able to see all 3rd parties apps on AppStore, but you cannot update/download/install the unsupported apps on your iPhone model.
