Two common causes of that specific error:

• You cannot have VPN installed on your phone, even if it is off
• You must have a cellular network data connection

This was the same message I was getting. I had to go into settings>general>storage and delete the download file for the iOS update 16.1.2 and then redownload it and then it worked. Hope it works for you

I was having the same problem, the update downloaded but then would fail when it tried to install. I went to settings>storage found the download for update and deleted it, then when I redownloaded it and installed it worked. Hope this helps!

I had this issue too. I know everyone hates this response but have you tried turning your device off and back on again? Surprisingly enough, that’s what actually worked for me. Once my phone turned back on and I put in my passcode, it started the verification process on its own.

OK, next: Do you have a VPN app and profile on the phone, even if you aren’t currently using them? If so, try deleting them (the profile, in particular).

You need cellular data on to activate and if you have VPN installed you may have to delete it, not just turn it off.

Do you have a VPN connection? Any antivirus or “cleaner” apps (Norton, Avast, etc)?

Then you have to remove the VPN profiles. And if you changed your display, rather than Apple, you probably broke something in the process.

You didn’t try “everything” because you didn’t try after turning off Airplane mode. You need to be connected to cellular data to complete the update.

Do you have cellular data turned on?

You must enable mobile data so the update can be verified with the carrier.

I had Norton 360 but had deleted the VPN, now I’ve deleted the app and will try again.
