No Voicemail on New iPhone

After getting a new iPhone, I don't have voicemail. I kept the same service provider(Verizon) and my previous phone was an iPhone 8. I have a recorded message up, and there's no indication that it's not setup, but when people call, it rings for much longer than it should, then just disconnects. None of the solutions that have already been posted work: there's no setup prompt in the phone app, none of the numerous resets worked, turning cell service on and off didn't do anything, etc.

This is a work phone, and I NEED voicemail. There has to be some other way.
