Welcome to Apple Support Communities. We understand your iPhone won't power on completely. Did you have a chance to force restart your iPhone from the steps in the linked article?

If your iPhone won't turn on or is frozen - Apple Support

1. Press and quickly release the volume up button.

2. Press and quickly release the volume down button.

3. Press and hold the side button until you see the Apple logo.

If your iPhone still won't fully power on, plug it up to charge using an Apple-branded power adapter and cable for at least an hour. Try to force restart it again.
