Itune purchase
I never got my ring tone that I payed for 2 times and when I hit download it would just circle then when I hit OK it wants me to purchase again. Help me retrieve my purchase or I want my money 2.60 back

Then you have receive an invoice from Apple twice.
If you have received an invoice from Apple, on every invoice from the Apple Store and/or iTunes Store always states what you have purchased (and/or concerns a subscription) and the amount.
Tap on Report a problem on the invoice.
Or try to -> Request a refund for apps or content that you bought from Apple.

If you have requested a refund, you must wait until Apple has approved. Then you will receive a message from Apple.

Check:
You need to have a good Service & Wi-Fi.
If they are On, turn Off Hotspot & VPN.
Charge the battery > 70%.
