Screen time iTunes&app Store Purchases controls is not working

Screen Time - Content & Privacy Restrictions - ITunes & Apps Purchased (Delete Apps) & (In-app purchases) when I have them set at Don't Allow it does not work. You can still Delete Apps and In-app purchases still works?

Do you know what I need to do?

All Software Updates have been done
Has shut down Ipad
Turn off and on Screen Time
Clear Safari History
Turn on Locations
Log off icloud

iPad, iPadOS 16

The Delete Apps has been changed (now you can remove the apps but not delete them on the iPad very strange.

I turn off Share Across Device turn it back on not sure what happened, but Screen Time started to work again.

I did turn off Allow Apps (Itunes Store and Book Store)
