Restore Photos app
Got pop up "The application “Photos” is not open anymore" whenever tried to open Photos. Did remove app via Activity Monitor. Can't get Photos app back. Pls help.

Got pop up "The application “Photos” is not open anymore" whenever tried to open Photos. Did remove app via Activity Monitor. Can't get Photos app back. Pls help.

Have you already tried to restart your Mac to restart the processes you killed using Activity?
Then try again to launch Photos, directly from the icon in the Applications folder just in case your Dock icon might be linked to an older version of Photos.

Then try again to launch Photos, directly from the icon in the Applications folder just in case your Dock icon might be linked to an older version of Photos.
The Photos app comes with the System and can't be deleted. It'll be located in the Applications folder.
Launch by double clicking on it while holding down the Option+Command keys to repair the library.
If you can't find an app like Photos, you can type command-space to bring up Spotlight Search, and type in Photos, then click on Photos.app. It will find it wherever it is.
Activity Monitor allows you to Close (quit) Photos, but not remove it (or any other app, thankfully.)
