Does anyone know how to clear the space for both iPadOS and system data?

System storage includes a lot of cached data. Unless you are approaching the limits of available free space (which, by your description you are not), you should have no concerns. iPadOS16 appears to make more use of available storage for temporary system caches. Caching significantly improves system performance and battery life.
Reported System Data (a.k.a. “other data”) can be expected to fluctuate. Your iPad will automatically and optimally manage its available system resources, using available free space to cache data and improve overall performance.
You can clear your Safari caches directly from iPad settings:
Settings > Safari > Clear History & Website Data
While clearing these caches will temporarily reduce the indicated System data, the iPad will continue to cache data as the iPad is used.
Restarting the iPad will also purge some cached data.
